From Expertise to Empowerment: A Journey of Purposeful Growth

Ms. Phaylin Bouakeo has worked for over 20 years in the water resources sector at the Ministry level and is currently a PhD candidate. With such rich experience, many would assume she had already mastered every professional skill required for success. However, Phaylin openly shared that despite her technical and practical expertise, she had never taken a formal course in Monitoring & Evaluation (M&E).

She had many dream projects she wanted to pursue but had spent over five years feeling unclear about how to move forward. She knew she had the experience and drive—but not the structure, clarity, or tools to make it all real.

Phaylin enrolled in our Empowered M&E system Series and later continued with our Leadership Series. From the beginning, she approached learning with humility, curiosity, and passion for self-development. As she began engaging with the sessions, something shifted.

“For the first time, I was able to define my vision, mission, and values clearly. The course didn’t just teach me about leading others—it helped me understand myself.”

Through the participatory approach and peer support, she not only gained confidence but also found a new sense of direction, both professionally and personally. She began refining her business ideas, connecting with like-minded learners, and expanding her network with people who shared similar values and a passion for impact.

Shortly after completing the Empowered M&E Series, Phaylin received a job offer from a UN agency. She proudly shared that her Empowered M&E Certificate played a significant role in helping her stand out and feel prepared for the role.

Yet, even with this new position, Phaylin didn’t stop there. She chose to continue her journey with Purple Tulip, joining more sessions and remaining actively engaged in the community.
