Our Company
At Purple Tulip Development, we believe every great change starts with insight. We help organizations measure what matters, learn from their results, and create lasting impact.
Our Story
Founded by Phakhinda Khanthavilay on December 26, 2019, our journey began as Phakhinda Empowered Leadership. As the vision grew clearer, we rebranded to Purple Tulip Development — a symbol of renewal, transformation, and the power of self-leadership in driving sustainable change.
Raised in a family devoted to uplifting communities, Phakhinda drew early inspiration from her parents’ advocacy work. With over a decade of experience in community development across Laos and beyond, she has worked alongside rural communities, diverse stakeholders, and multicultural teams. These experiences revealed a vital truth: lasting impact comes from decisions and actions guided by solid evidence and genuine participation.
Our Approach
We see Monitoring & Evaluation as more than data collection — it’s about generating actionable insights that fuel informed decision-making, accountability, and continuous improvement. Our M&E-driven services integrate participatory methods, adult learning principles, and learner-centered coaching to help individuals and organizations measure, learn, and adapt for real-world results.
What We Do
We partner with clients to:
Build strong, evidence-based project designs
Implement effective monitoring systems
Analyze & interpret data for strategic decision-making
Foster a culture of learning and ownership
"We empower people and organizations to not only reach their goals but to understand their journey — using evidence as the foundation for growth and transformation."
Our Vision
To be a trusted partner in empowering individuals and organisations to achieve lasting impact — using evidence, participation, and self-leadership to foster resilient communities and drive positive change in Laos and beyond.
Our Mission
Our mission is to foster growth, innovation, and collaboration through professional development and capacity-building initiatives that respect people, culture, and evidence-based practices.
